When we define a unavailability for one person (Like SICK during one
day), this unavailability is not taked into account in the scheduler
application. Scheduler is always showing the theoretical availability
and not the real.

Use case:
Steps to replicate:
-------------------
first make sure that in the calendars application the at least one of
the calendars
e.g. day) has work periods entered for some days in current month.
go to administration -> resources -> crafts
create a new craft: cats
enter some skill levels (e.g firstclass, junior)
save the record
go to administration -> resources -> labor
create a new labor: tom (click yes to add the person record)
calendar: day
shift: day (7-15)
on crafts tab add cats; skill level: firstclass
save the record
go to work order tracking
create a new WO: 1203
on plans tab, labor subtab add craft cats, skill level: firstclass
save the record
go to scheduler and create a new schedule: S1
calendar: day
shift: day
in work queries add a new row
where condition: wonum='1203'
save and go to gantt view
go to administration -> resources -> people
search for tom
from select action choose modify person availability
add a new row in "Modify Work dates" section
e.g. work date: 6 dec 2013, start time: 7 am end time 3 pm
hours: 8, reason code: sick
go back to the scheduler application and select S1 -
current erroneous result:

on gantt view for the date 6 dec the craft still
shows as available
expected result
----------------
the craft should be unavailable on 6th dec
